The Winning Agent Pro theme uses widgets for the home page, not blocks. If you are unable to click, then it is most likely due to a plugin that was added. Maybe even a page builder?

Those links are a menu. Go to Appearance > Menus and select the Secondary Navigation Menu Then you can edit or delete it. More info on Navigation Menus Navigation Menus
